The Rt. Hon. George Owino Okode, MBS is among the longest-serving County Assembly Speakers in the Republic of Kenya. He has presided over Siaya's legislative chamber across three uninterrupted terms — first elected in March 2013, again in 2017, and once more in September 2022 with a near-unanimous 38 of the 40 votes cast.
A distinguished Advocate of the High Court of Kenya, he hails from Asembo in Rarieda Sub-County. His leadership has been defined by an open-door policy, regular consultation with Members of the County Assembly, and an unwavering insistence that oversight of the Executive is a sacred trust between the people and their representatives.
In 2013, when the High Court nullified Governor Cornel Rasanga's election, the Rt. Hon. Okode acted as Governor of Siaya County for three months. He served lawfully, briefly, and handed over without controversy — making him the only living Kenyan to have presided over both arms of a County Government.
Now, after thirteen years of presiding over every budget, every Bill, every CECM appointment, and every constitutional moment Siaya has faced — Speaker Okode is ready to take that institutional knowledge into the Governor's office.
The Journey

When the High Court nullified Governor Rasanga's election, he provided steady, lawful administration during a moment that could have descended into paralysis — and handed back power smoothly.

When MCAs raised concerns over stalled projects, he opened Assembly deliberations to the public, civil society, and media — explicitly stating the Assembly would not be complicit in executive failure.
